His government roles included serving as Special Assistant on Media and Publicity to President Olusegun Obasanjo (1999–2007) and later as Senior Special Assistant on Public Affairs to President Goodluck Jonathan (2012–2015).

He was also instrumental in various presidential campaigns, working closely with leaders such as Olusegun Obasanjo, Goodluck Jonathan, Atiku Abubakar, Bukola Saraki, and Peter Obi. In 2023, he served as the Director-General of Peter Obi’s presidential campaign under the Labour Party.

Dr. Okupe was married to Aduralere Okupe, and they had seven children, including Bolu Okupe, who gained media attention in 2021 for publicly coming out as gay.
