Iran submits detailed complaint to UN Security Council over US violations of Islamabad MoU

Iran’s Permanent Representative to the United Nations Amir Saeid Iravani formally submitted a detailed complaint to the UN Security Council Monday, documenting what Iran characterizes as 42 systematic US violations of the Islamabad Memorandum of Understanding signed June 17, 2026.

The letter addressed to Secretary-General António Guterres and Security Council President Zenon Ngay Mukongo asserts that the United States “actively and systematically undermined the very foundations of the Memorandum” almost immediately following its signing.

Islamabad MoU Framework:

The June 17 agreement committed both parties to permanent cessation of military operations across all fronts and required substantive negotiations toward final settlement within 60 days. Iravani detailed specific US actions characterized as fundamental breaches:

  • Repeated military strikes against Iranian territory
  • Revocation of Iranian oil export licenses

Strait of Hormuz Dispute:

Iran emphasized that Paragraph 5 explicitly affirmed Iranian responsibility for determining safe maritime passage. The complaint asserts that Washington unilaterally challenged this arrangement by imposing parallel maritime routes—characterizing this as “material breach” of the agreed framework.

Casualty Documentation:

Iravani referenced US Central Command operations targeting over 300 Iranian locations during a single week. Iran documented specific casualty figures from July 8 strikes: 17 deaths and 115 injuries—figures derived from Iranian government assessments presented to the Security Council.

Legal Framework:

The Iranian submission states: “The United States bears full and unequivocal responsibility for all consequences arising from its unlawful use of force.”

Security Council Appeal:

Iran urged the Security Council to exercise Charter-mandated responsibilities through “immediate, effective, and decisive measures” to compel US cessation of operations, prevent further escalation, and establish accountability for alleged “grave violations of international law.”
