How to stop BISP agents from taking extra money

The Benazir Income Support Programme (BISP) is one of Pakistanโ€™s biggest welfare schemes. It helps poor families with cash so they can manage food, health, education, and transport. For many women, this money is the only stable income.

But there is a serious issue: many families donโ€™t receive their full payment. Agents and middlemen demand extra โ€œservice fees,โ€ often taking Rs. 1,000 to Rs. 2,000 from poor beneficiaries. This practice is illegal and goes against the purpose of BISP.

Why This Happens

  • Many women donโ€™t know that the full amount belongs to them.

  • ATMs and biometric systems are difficult to use, so people depend on agents.

  • Beneficiaries fear losing payments if they refuse.

  • In rural areas, weak monitoring makes exploitation easier.

Impact on Families

Even a small cut hurts poor households. Losing Rs. 1,000 or more can mean:

  • Skipping meals

  • Not buying school supplies for children

  • Missing important medicines

  • Feeling humiliated and powerless

Government Action

BISP has taken steps against corrupt agents. Some have been blocked, arrested, or banned from handling payments. The government is also:

  • Strengthening biometric systems

  • Tracking payments digitally

  • Running awareness campaigns

  • Offering complaint hotlines

Still, the problem continues, and stronger action is needed.

How to File a Complaint

If money is deducted from your BISP payment:

  • Call the toll-free helpline and give details (CNIC, date, amount, location).

  • Visit the nearest Tehsil office with your CNIC and fill out a complaint form.

  • Use the online complaint portal or SMS 8171 to report.
    Always keep your reference number and follow up within 7โ€“14 days.

Protect Yourself

  • Do not pay extra charges, trust strangers, or share your ATM PIN.

  • Do use official BISP centers, take a trusted family member if needed, and keep all receipts or SMS messages.

  • Report deductions immediately.

Awareness is the first step to protecting your rights. Every beneficiary deserves to receive the full amount of their BISP payment.
