FIA Files Case Against NCCIA Officers in Multimillion Extortion Case

The Federal Investigation Agency (FIA) has filed a case against senior officers of the National Cyber Crime Investigation Agency (NCCIA) for their alleged involvement in a multimillion-rupee extortion racket linked to illegal call centres. The case, registered by the FIA’s Anti-Corruption Circle in Islamabad, names several NCCIA officers, including additional directors from Rawalpindi, along with a frontman and a foreign national who are said to have facilitated the illegal operations.

According to the First Information Report (FIR), the NCCIA officers were allegedly receiving millions of rupees in monthly extortion payments from about 15 illegal call centres operating in Islamabad’s F-11 sector. The officers, it is claimed, collected money from these call centres in exchange for turning a blind eye to their activities.

The FIR also revealed that a woman had paid millions of rupees for the release of her husband and 13 foreign nationals detained in a raid. The payments, allegedly collected by a frontman acting on behalf of the officers, were reportedly used to secure the detainees’ release from custody. The woman is said to have paid Rs8 million for her husband’s release, while Rs12 million was collected for the remaining 13 foreign nationals. An additional Rs1 million was charged to cover legal formalities.

The extortion network, sources say, generated approximately Rs120 million between September 2024 and April 2025. The officers involved reportedly used various methods to collect payments, including appointing frontmen and negotiating deals with new call centres. One sub-inspector was said to have finalized a monthly deal worth Rs800,000 with a newly-established call centre.

The organised nature of the racket was further exposed when a new team was deployed to the NCCIA’s Rawalpindi office in May 2025, and extortion payments continued, amounting to Rs15 million per month from call centres in Rawalpindi alone.

In one raid at a call centre in Rawalpindi, 14 foreign nationals were arrested. During this raid, the sub-inspector allegedly tortured one detainee and sent a video of the abuse to his wife, demanding a payment of Rs8 million for his release. A separate extortion deal of Rs40 million was also allegedly made with a station house officer (SHO) after another raid at a call centre in the F-11 sector.

This case follows a similar incident in which six NCCIA officials were arrested in Lahore for accepting bribes amounting to Rs9 million from YouTuber Ducky Bhai’s wife. The YouTuber, Saadur Rehman, also known as Ducky Bhai, was arrested earlier in August at Lahore airport for allegedly promoting online gambling platforms on his YouTube channel.

The FIA has vowed to continue its investigations into the widespread corruption within the NCCIA and bring those responsible to justice.
