Twelve-year-old Jocelyn Nungaray tragically lost her life on June 24, 2024, in North Houston, Texas, after being brutally assaulted and murdered. Authorities identified the suspects as Johan José Martínez-Rangel, 22, and Franklin José Peña Ramos, 26, both of whom have been charged with capital murder.
According to Houston police, Jocelyn was assaulted and strangled before her body was discovered in a creek. Investigations revealed that she had left her family’s apartment that night and met the accused outside a restaurant. Lt. Stephen Hope of the Houston Police Department stated that the suspects allegedly approached her under the pretense of asking for directions. They then led her to a 7-Eleven convenience store before taking her to the bridge where she was killed.
Both suspects were arrested on June 20, 2024, in connection with Jocelyn’s murder. Prosecutors are seeking the death penalty, and the trial is currently ongoing. Reports indicate that both individuals are undocumented migrants.
U.S. President Renames Wildlife Refuge in Jocelyn’s Memory
During a congressional address on Tuesday night, U.S. President Donald Trump announced an executive order to rename a National Wildlife Refuge in honor of Jocelyn Nungaray.
“Across Galveston Bay, from where Jocelyn lived in Houston, you will find a magnificent National Wildlife Refuge, a pristine, peaceful, 34,000-acre sanctuary for all of God’s creatures on the edge of the Gulf of Mexico. Moments ago, I formally renamed that refuge in loving memory of your beautiful daughter, Jocelyn,” Trump stated.
During his speech, Trump introduced Jocelyn’s mother, Alexis Nungaray, as one of his guests, acknowledging her grief and strength. “Alexis, I promised that we would always remember your magnificent daughter,” he said.
Trump further shared that he had spoken with Alexis about Jocelyn’s deep love for animals and nature, which inspired the decision to rename the wildlife refuge in her memory.
This heartfelt gesture serves as a tribute to Jocelyn’s life and a reminder of the devastating consequences of violent crimes against children.
