Herminio “Harry” Lopez Roque Jr. is a distinguished Filipino lawyer, politician, and former law professor, known for his expertise in human rights and international law. Born on October 21, 1966, he has built a prominent career in both legal advocacy and public service.

Education and Legal Career

Roque holds a Bachelor of Arts in Economics and Political Science from the University of Michigan and earned his Bachelor of Laws (LL.B.) from the University of the Philippines Diliman. He furthered his legal education by obtaining a Master of Laws (LL.M.) with merits from the London School of Economics.

As a co-founder of the Center for International Law (Centerlaw), Roque became an advocate for human rights and public interest cases.

He represented high-profile legal battles, including the 2009 Maguindanao massacre victims, the family of transgender woman Jennifer Laude, and the Malaya Lolas, survivors of World War II abuses. His legal expertise has also been recognized in the Supreme Court of the Philippines, where he has argued multiple cases.

Political Journey

Roque served as the party-list representative for KABAYAN in the Philippine House of Representatives from 2016 to 2017. He later became the Presidential Spokesperson for President Rodrigo Duterte, holding the role twice—from October 2017 to October 2018 and again from April 2020 to November 2021.

During his tenure, he played a key role as the spokesperson for the Inter-Agency Task Force on Emerging Infectious Diseases (IATF-EID) during the COVID-19 pandemic, addressing national health concerns.

Personal Life and Achievements

Married to former journalist and writer Mylah Reyes Roque, he is a father to two children, Bianca Hacintha and Harrison Jakob. Roque has also contributed to international law, serving as a member of the Advisory Council of the Asian Society of International Law (AsianSIL) and leading the organization as president from 2018 to 2019.

His academic career includes 15 years of teaching constitutional and international law at the University of the Philippines College of Law. Additionally, he is accredited as a lawyer by the International Criminal Court (ICC).
