Navotas Representative Toby Tiangco appeared before the Independent Commission for Infrastructure (ICI). He said he was ready to reveal everything about the alleged insertions in the national budget. Tiangco also shared that he brought a flash drive containing detailed information on how the insertion scheme works.

Allegations against Zaldy Co

Tiangco earlier claimed that Ako Bicol Party-list Rep. Zaldy Co, who chairs the House Committee on Appropriations, was behind ₱13.8 billion worth of budget insertions in the 2025 national budget. However, Co strongly denied the accusations.

Testimonies strengthen Tiangco’s claims

During a Senate blue ribbon committee hearing, former Bulacan DPWH District Engineer Henry Alcantara testified. He said several anomalous projects were implemented allegedly under the instructions of former DPWH Undersecretary Roberto Bernardo and Rep. Zaldy Co. According to Alcantara, lawmakers were promised budgets in exchange for 20–25% commissions from these projects.

Tiangco said this new testimony only confirms his earlier doubts.

“From the start, I questioned the large amounts being inserted. Now, Engineer Alcantara has confirmed that insertions come with a 20–25% cut. That makes everything clear,” Tiangco stressed.

Other officials also questioned

Before Tiangco, former Senate finance committee chairperson Grace Poe also appeared before the ICI. She denied any role in the so-called “small committees” involved in insertions. The ICI is also investigating the reported destruction of DPWH documents related to flood control projects.

Recently, Tito Sotto and Ping Lacson also faced the ICI regarding irregularities in infrastructure budgets.
