MANILA, Philippines — President Ferdinand Marcos Jr. has officially appointed Jesus Crispin “Boying” Remulla, the current Secretary of Justice, as the new Ombudsman of the Philippines. He will serve a seven-year term until 2032, replacing former Ombudsman Samuel Martires, who retired in July this year.

Remulla emerged as the top choice among seven nominees, beating Michael Aguinaldo, Stephen Cruz, Samuel Gaerlan, Anna Liza Logan, Mario Lopez, and Michael Frederick Musngi. As the new Ombudsman, Remulla now holds one of the most powerful constitutional positions in government — giving him the authority to prosecute, suspend, or dismiss public officials involved in corruption or misconduct.

A New Watchdog Against Corruption

His appointment comes as the government faces serious corruption allegations involving flood control projects. The Ombudsman’s Office is expected to investigate officials linked to these irregularities. Observers believe Remulla’s leadership will play a key role in restoring public trust and ensuring accountability within the bureaucracy.

Revisiting SALN and Lifestyle Checks

One of the biggest questions surrounding Remulla’s tenure is his stance on the Statements of Assets, Liabilities, and Net Worth (SALN) and lifestyle checks. During his term, former Ombudsman Martires had restricted access to SALNs and stopped lifestyle investigations. Remulla has already hinted at reviewing and possibly reversing these policies to promote transparency and public accountability.

His Journey to the Position

Remulla’s path to the Ombudsman post was not without challenges. He faced criminal and administrative complaints filed by Senator Imee Marcos after allowing cooperation with the International Criminal Court (ICC) over cases linked to former President Rodrigo Duterte. These cases initially threatened his eligibility for the position, as Judicial and Bar Council (JBC) rules disqualify candidates with pending complaints.

However, last month, the Ombudsman’s office dismissed Imee Marcos’ complaints, clearing the way for Remulla’s appointment. He later submitted the required clearance to the JBC, which finalized his inclusion in the shortlist.

A Career of Public Service

Before joining the Department of Justice in 2022, Boying Remulla served as the Representative of Cavite’s 7th District and previously as Governor of Cavite. Known for his firm stance on law enforcement and governance, he has spent decades in public service and is regarded as a loyal ally of the Marcos administration.

As Ombudsman, Remulla is expected to uphold transparency, strengthen anti-corruption measures, and ensure that justice is administered fairly and efficiently.”
