The Federal Board of Revenue (FBR) has officially set the minimum retail price (MRP) of cement for July 2025 to ensure proper collection of sales tax and stop under-invoicing by cement manufacturers.
As per S.R.O. 1126(I)/2025, issued on Monday, the MRP will be determined by averaging cement prices from Karachi, Lahore, Faisalabad, and Peshawar, along with the average prices from Rawalpindi and Islamabad. These figures will be based on the latest data published by the Pakistan Bureau of Statistics (PBS) for the previous month.
“For sales tax purposes, Rs. 25 will be deducted from the PBS average price, and the tax will be applied at the standard rate under the Sales Tax Act, 1990.”
This decision replaces the earlier price fixation order S.R.O. 746(I)/2025, which was issued in April 2025. The move aims to make the taxation process more transparent and to ensure that the government receives accurate tax revenue from cement sales.
