What changes are being introduced in CSS examination system?
The Central Superior Services (CSS) examination system in Pakistan is set for a major overhaul as the Civil Service Reforms Committee finalizes its recommendations for the federal cabinet.
Sources indicate that the committee has proposed replacing the existing general CSS exam with a cluster-based system to ensure specialists are prioritized over generalists in civil service appointments. The reform aims to align recruits with their academic and professional expertise, preventing mismatched postings.
With only one meeting left to finalize pension and compensation reforms, the recommendations will soon be submitted for cabinet approval. A senior official confirmed that the cluster-based system has been endorsed and will be a key component of the final report.
Currently, CSS exams follow a uniform assessment model, placing candidates in different service groups regardless of their qualifications. The proposed changes will introduce specialized examinations for each service group, ensuring recruits have relevant expertise.
The reforms follow growing concerns over governance inefficiencies. Planning Minister Ahsan Iqbal and Prime Minister Shehbaz Sharif initiated the overhaul to improve civil service effectiveness and service delivery.
