The National Database and Registration Authority (NADRA) continues to facilitate Pakistanis living abroad by issuing the National Identity Card for Overseas Pakistanis (NICOP). This essential identity document is specifically available for Pakistani citizens residing in Europe or planning to travel there for employment or study purposes.
As per NADRA guidelines, “To apply for the NICOP, the applicants are required to provide the passport number while submitting an application. The holder of their identity document can travel to Pakistan without any visa in case of dual nationality.”
Applicants can apply for NICOP through three main channels: NADRA Registration Centers (NRCs) within Pakistan, the Pakistani embassies in host countries, or through the user-friendly Pak-Identity mobile application. “An applicant in Pakistan can apply for your NICOP by either visiting NADRA Registration Center (NRC), embassy of Pakistan in their host country or through Pak-Identity mobile app.”
For in-person applications at NRCs, the process includes token issuance, biometric data capture (photograph, fingerprints, signature), and form review. “You will be issued a token… Your photograph will be captured… Your fingerprints and signature will be taken… Your required data entry will be done and form will be printed to be reviewed by yourself… You will be handed over a printed version of your application form.”
Alternatively, “You can apply for your Smart National Identity Card for Overseas Pakistanis (SNICOP) by visiting Pak Identity app and have it delivered to your doorstep.”
NADRA divides countries into two zones (A and B) for fee structuring. Since European countries fall under Zone A, the NICOP fee for Germany is as follows:
- Normal: Rs11,340
- Urgent: Rs16,589
- Executive: Rs21,820
When applying online, applicants are charged in US dollars:
- Normal: $39
- Urgent: $57
- Executive: $75
This system ensures that overseas Pakistanis can access their national identity documents efficiently, whether they are applying from abroad or within the country.
