Govt to launch digital app ‘Apna Meter Apni Reading’ to end overbilling

In a major move to end electricity overbilling, the Government of Pakistan has decided to gradually phase out manual meter readers across the country—except in Karachi. This initiative comes under a new digital billing system approved by Prime Minister Shehbaz Sharif.
To help consumers take control, the Power Division will launch a mobile app called Apna Meter Apni Reading (“My Meter, My Reading”). Through this app, electricity users will be able to submit their own meter readings directly from their phones.
This decision comes after growing public frustration over rising electricity bills, which officials say are often caused by faulty manual readings. In a recent meeting, PM Shehbaz Sharif directed the Power Division to prepare a full plan for implementation within a month.
“The new system has been envisioned to empower consumers and make the billing process more transparent,” an official told reporters. “It will also reduce administrative expenses.”
To ensure accessibility, the app will be available in five languages: English, Punjabi, Sindhi, Pashto, and Balochi. A public awareness campaign worth Rs316 million will also be launched to encourage people to use the app and understand the benefits of self-metering.
The government says the savings from ending manual meter readings will be passed on to the consumers. The new digital system is expected to reduce billing complaints, discourage corruption, and bring back trust in the country’s power sector.
Note: Karachi is not part of this policy, as it is served by the private company Karachi Electric (KE).
