The National Database and Registration Authority (NADRA) has launched a new nationwide amnesty scheme for citizens who obtain their identity documents using false or incorrect information. This scheme allows people to admit their mistakes and correct their records without facing any legal punishment.
What Is the NADRA Amnesty Scheme?
Under this initiative, citizens who used fake details—like false parentage, wrong birth information, or incorrect residential status—can now update their records legally.
NADRA says the scheme is part of its efforts to improve transparency, strengthen security, and stop document fraud in Pakistan.
The scheme was introduced after reforms in June 2025. NADRA officials believe it will help citizens fix errors and bring clarity to the national identity system.
Concerns From Communities and Experts
While NADRA claims this is a “corrective measure,” many human rights groups and minority communities are worried.
Minority families, including those with Bengali, Afghan, or Burmese roots, fear it could be used against them to cancel their identity documents.
Some experts think the scheme looks inclusive but could lead to monitoring and punishing vulnerable groups.
Many people who received NADRA notices about inconsistent records are afraid to come forward, fearing legal trouble or loss of identity.
NADRA’s Response
NADRA spokesperson Shibahat Ali said, “This is not a witch hunt. It’s a fair chance for people to fix their records. Those who come voluntarily will face no action. But if fraud is discovered later, strict action will be taken.”
Verification boards are being set up across the country to review cases individually and ensure fairness.
A Test of Trust
Experts say this scheme could build public trust if implemented fairly. But if it is misused, it might hurt already marginalized communities and deepen mistrust in the system.
The scheme comes at a time when Pakistan is still dealing with decades of undocumented migration, poor record-keeping, and cases of statelessness.
