Pakistan IT Minister Briefs on 5G Spectrum Progress

Islamabad – The Federal Minister for Information Technology gave media briefing on Pakistan’s progress toward 5G spectrum development and wider digital reforms.

According to the ministry, Pakistan’s IT exports have now reached USD 3.8 billion, while freelancers contributed another USD 0.7 billion, marking a 91% increase. To boost this momentum, the government has formed the Pakistan Digital Authority with a national blueprint covering agriculture, health, and education.

So far, 300,000 young people are in digital training programs, with a target of 1 million. Officials said this will create strong employment opportunities and a “multiplier effect” for the economy.

The government’s priority is affordable, high-bandwidth internet for all citizens. At present, only 14% of mobile towers are connected to fiber. A three-year target has been set with local partners to expand fiberization. The CDA has already waived Right-of-Way fees in Islamabad, and other agencies such as the NHA and Railways are expected to follow.

Pakistan’s internet is 98% wireless today, but shifting to fiber backhaul is now a top priority. Plans also include expanding submarine cable capacity to strengthen international connectivity.

The Ministry announced the development of new technology parks and 25 co-working sites with 2,800 seats to support startups and freelancers.

A spectrum roadmap is being finalized with focus on the 600 MHz band. Officials said rollout is possible within three months of auction, which is targeted by December 2025. Licensing for satellite internet providers has also been streamlined, with international consultants and an open space policy to attract new entrants.

The PTA noted that while the telecom sector has grown, quality of service has suffered due to congestion, high costs, and heavy taxation (37.4%). Pakistan still has widespread 2G use, with limited fiber backhaul and submarine capacity. Only four international data centers are currently operational.

The government is working on regulations covering national roaming, SIM security, VoWiFi, 3G sunset, Wi-Fi 6E/7, infrastructure sharing, cybersecurity, and a one-window Ease of Doing Business system.

Officials expect that 5G and digital expansion will bring major gains in GDP, exports, foreign investment, and employment in the coming years.
