Pakistan Makes Asset Declaration Mandatory for Grade 17 and Above Officers

The Government of Pakistan has introduced a major reform by making asset declaration compulsory for all officers in grade 17 and above. This step fulfills another key requirement set by the International Monetary Fund (IMF).

The new law expands the scope of financial transparency. It applies to federal ministries, provincial departments, and all autonomous bodies.
Officers must now declare all types of property, including houses, bungalows, plots, vehicles, and cash assets.
The condition covers both government and semi-government employees.

As per the rule, every officer in grade 17 or higher must submit a full list of assets to the Federal Board of Revenue (FBR) every year.
Previously, only civil servants were required to file asset details. Now, the system includes all public servants, making the declaration process much broader.

Employees of autonomous organisations will also follow the same compliance rules.
This includes staff of major institutions such as:

  • WAPDA

  • PIA

  • Sui Gas companies

  • OGDCL

FBR officials confirmed that these officers will be treated the same as federal and provincial department workers.

Only those who were already exempt under NAB laws will continue to remain exempt.
This list includes:

  • Judges

  • Military officers

  • Some other special categories

The government views the new asset declaration rule as an essential part of IMF-led reforms.
By expanding the number of officers who must declare assets, Pakistan hopes to improve oversight, increase transparency, and reduce financial misconduct within public institutions.
