CDF Notification Isn’t a Button You Press: Naqvi Breaks Silence on Delay Rumours

01 December, 2025 16:09

Mohsin Naqvi, the home minister of Pakistan, has refuted widespread remours about the delay in issuance of the notification of the Chief of Defence Forces (CDF),  a high military post established under the recently passed 27th Constitutional Amendment,  stating that creating a new system cannot be done simply by “pressing a button.”

“[…] let these people speculate for a few [more] days. Changes have been made to the Constitution, and a new institution is being established. They [rumour mongers] believe such things can be done simply by pressing a button. When a new system is established, it takes time.” , the minister announced this on Monday during a press briefing in Islamabad.

“Those who are minting money out of this [speculations regarding CDF appointment] — let them,” the security czar minister quipped.

However, Defense Minsiter Khawaja Asif in a statement on Sunday refused speculations regarding a notification for the appointment of the CDF, stating that the announcement will be made in due time.

The administration established the CDF position earlier this month with the 27th Constitutional Amendment.

“There is unnecessary and irresponsible speculation about CDF notification. Please be informed that the process has been initiated. PM is returning shortly,” The defense minister wrote on X in a post .

The defence minister said a notification in this regard would be issued in due course, emphasising that there was “no room for conjecture

Field Marshal Asim Munir, the incumbent Chief of Army Staff (COAS), will also be appointed as the CDF, a position created by the amendment to the Army Act that abolished the Chairman Joint Chiefs of Staff Committee.

The government will decide the COAS and CDF’s tasks, functions, and responsibilities, including but not limited to multi-domain integration, necessary restructuring, and optimal jointness of the Armed Forces.

The COAS’ tenure will likewise resume for five years with the issuance of a new notification. When a General is raised to the rank of Field Marshal under Article 243 of the Constitution, the provisions relevant to that level apply.

Following Pakistan’s spectacular victory over India in the May war, COAS Munir was promoted to the rank of field marshal, the country’s second and first in over six decades.
