Pakistan Passes Minority Rights Bill 2025, Qadianis Treated as Non-Muslims

Islamabad: The National Commission for Minority Rights Bill 2025 was passed with amendments during a joint session of Parliament.

A joint session of Parliament was held under the chairmanship of President Speaker Ayaz Sadiq, in which Federal Law Minister Azam Nazir Tarar introduced the National Commission for Minority Rights Bill 2025 for amendments.

Opposition parties protested and raised slogans against the bill. JUI-F moved an amendment to abolish Article 35, which was passed.

Azam Nazir Tarar said that the commission will not have the power to take suo motu notice and impose punishment. The government abolished Article 35 on the demand of JUI (F).

On this, JUI-F Member of National Assembly Alia Kamran expressed gratitude for abolishing Article 35.

Speaking at the joint meeting, Law Minister Azam Nazir Tarar said that the rights of minorities are guaranteed in the Constitution of Pakistan. The aim of establishing the commission is to ensure the protection of the rights of the country’s minority community. Valid suggestions will be reviewed in any case.

Azam Nazir Tarar said that no work will be done against the Quran and Sunnah, minority communities are as good as we are, no work will be done that will incite the sedition of Qadianism, legal bills for the establishment of a minority commission have been brought in the joint session, and the commission is being formed on the orders of the Supreme Court.

The Law Minister further said that a parliamentary committee was formed before the legislation related to the rights of minorities. The committee included minority members from both houses. Under the law of Pakistan, Qadianis, also known as Ahmadis, are not Muslims. Article 35 has been deleted. The commission will not have the power to punish and punish. If members have objections to the clause to take suo motu notice, it will also be deleted.
