No birth certificate needed as NADRA launches new CNIC facility
The National Database and Registration Authority (NADRA) has introduced a new facility that allows citizens to get a Computerized National Identity Card (CNIC) without showing a birth certificate.
This facility will remain available until December 31, 2026. It is specially designed to help people who do not have a computerized birth certificate from their local government.
Who Can Apply Without a Birth Certificate?
Under this new system, applicants must meet certain conditions and provide biometric verification from close family members who are already registered with NADRA.
For married women (18 years or older):
Verified marriage certificate
CNIC of one parent
CNIC of husband
Biometric verification of both parents and husband
For unmarried women (18 years or older):
CNIC of at least one parent
Biometric verification of the parent
For men (24 years or older):
CNIC of one parent
At least one sibling must already be registered with NADRA
Biometric verification of the parent
If parents or husband have passed away but their records exist in NADRA’s system, biometric verification may be waived after official checking.
People who qualify will receive a temporary smart ID card free of cost under the “Normal Category.”
Important Note
After registration, details such as date of birth, place of birth, and parents’ names cannot be changed. NADRA has advised citizens to carefully check all information before final submission.
Why This Step Was Taken
Although about 98.3% of Pakistan’s adult population is registered, around 1.7% — mostly women — still do not have CNICs. One main reason is the absence of birth certificates.
This decision was made after reviewing data with the Pakistan Bureau of Statistics, Election Commission of Pakistan, National Commission on the Status of Women, and National Commission for Child Welfare and Development. The aim is to improve national registration and close the gap.
CNIC Fee Details
First-time applicants can get their non-smart CNIC free of cost within 15 days under the Normal category.
For faster processing:
Urgent category: 12 days – Rs1,150
Executive category: 6 days – Rs2,150
Citizens can visit their nearest NADRA center to apply.
