Islamabad, February 24, 2026: The National Database and Registration Authority (NADRA) has introduced a special facility for citizens to obtain their Computerized National Identity Cards (CNICs) even if they do not have a birth certificate. This new facility aims to help adults who were previously unable to get a CNIC due to missing birth records.
Who Can Apply
Women over 18 years:
Married women must bring a computerized marriage certificate from the Union Council. They should visit a NADRA center with one parent or their husband holding a CNIC or NICOP for biometric verification. If the parent or husband is deceased but recorded in NADRA’s system, verification questions will be asked.
Unmarried women over 18 can apply without needing a husband.
Men over 24 years:
Must visit NADRA with a parent or a sibling holding a CNIC or NICOP.
If parents are deceased, a brother or sister with a CNIC can accompany them.
Applicants must provide parents’ names, date of birth, and place of birth during the application. These details will be recorded on the CNIC and cannot be changed later.
NADRA CNIC Fees and Processing Time
The first non-smart chip CNIC is free of charge for citizens aged 18 and above.
CNICs are delivered within 15 days at no cost.
Paid services for faster delivery:
Urgent service: Delivery within 12 days at Rs 1,150.
Executive service: Delivery within 6 days at Rs 2,150.
This special exemption from the birth certificate requirement is valid until December 31, 2026.
How to Book a NADRA Appointment Online
NADRA now offers online appointment booking via the Pak ID mobile application.
Steps to book an appointment:
Open the updated Pak ID mobile app.
Select the “Appointment” option.
Choose an available date and time slot.
Arrive at the NADRA center at least 10 minutes before the scheduled time for smooth processing and priority service.

Carry all required documents, including CNIC/NICOP of parents, siblings, or spouse as applicable.
Ensure all information about parents and birth details is accurate.
Free CNICs are only for first-time applicants for non-smart chip CNICs.
