Ishaq Dar Calls for Responsible AI Governance at UN Security Council

NEW YORK: Deputy Prime Minister and Foreign Minister Senator Mohammad Ishaq Dar delivered Pakistan’s statement at a UN Security Council briefing on Artificial Intelligence and International Security, convened by France, which holds the Council presidency for September.

The meeting was chaired by the French foreign minister and attended by senior officials and ministers from several UN Security Council members and other countries.

The Council was briefed by Professor Yoshua Bengio, Co-Chair of the UN International Independent Panel on AI; Sam Altman, CEO of OpenAI; Dario Amodei, CEO of Anthropic; and Clément Delangue, CEO of Hugging Face.

Ishaq Dar Stresses Human Control Over AI

Addressing the meeting, Ishaq Dar stressed the importance of maintaining human judgment and control throughout the design, development and deployment of artificial intelligence.

He called for measures to prevent AI from becoming another dimension of the global arms race, particularly in the military domain.

Dar also emphasised the need for restraint and confidence-building measures to reduce the risks of miscalculation and increasingly compressed decision-making resulting from the use of AI in military operations.

Pakistan Opposes Technology Denial

The deputy prime minister cautioned that efforts to regulate the development of advanced AI should not create new forms of technological gatekeeping.

He said measures introduced in the name of AI safety should not become instruments for denying access to technology.

Dar called for AI governance to be discussed through representative, inclusive and universally participatory forums under UN auspices.

Pakistan Highlights Global AI Cooperation

Dar welcomed the first UN Global Dialogue on AI Governance held in Geneva and highlighted Pakistan’s founding membership of the World Artificial Intelligence Cooperation Organization (WAICO).

He described the initiative as a step towards promoting the development and use of artificial intelligence for the benefit of all.

The deputy prime minister reaffirmed Pakistan’s commitment to strengthening international cooperation on AI, bridging the global AI divide and promoting equitable access to artificial intelligence for peace and development.
