E-Challan System Expands Under Safe City Projects in Punjab and Sindh

26 August, 2025 14:24

The E-Challan system under the Safe City Project has now expanded to multiple cities across Punjab and Sindh, with further rollouts planned to improve traffic management and enable digital monitoring of violations.

E-Challan Rollout in Punjab

The Punjab Safe Cities Authority (PSCA) has successfully launched the system in Sargodha and Muzaffargarh, where traffic violations such as non-helmeted motorcyclists, wrong-side driving, and triple riding are automatically detected by Safe City surveillance cameras and digitally recorded.

In Bahawalpur, the province’s first AI-powered Safe City Project has been inaugurated with 257 surveillance cameras, offering features like license plate recognition, facial recognition, and automatic e-challan issuance. Similarly, the Taxila Safe City Project has gone operational with 93 cameras covering 19 types of traffic violations, along with panic buttons, drones, and environmental sensors for enhanced safety.

Online Payment System in Punjab

The Punjab E-Challan system has also been integrated with online services. Citizens can now check and pay challans via the Punjab e-Pay app or through the official PSCA portal (echallan.psca.gop.pk). An online review feature has been introduced, enabling citizens to track their penalties digitally.

Karachi’s Safe City Expansion

In Sindh, the Karachi Safe City Project has deployed 542 surveillance cameras that generate real-time alerts. The system is being integrated with E-Challan services to digitally penalize traffic violations. Committees are also working on fine structure updates, advanced alerting systems, and better data transfer mechanisms to strengthen enforcement.

With Punjab taking the lead and Karachi enhancing its network, the Safe City and E-Challan projects are gradually transforming traffic management in Pakistan, ensuring violations are handled digitally and more efficiently.
