Kuwait revises driving license validity and categories for expats
Kuwait has announced major changes to its driving license system, reducing the validity period for expatriates while maintaining the existing duration for GCC nationals.
According to media reports, the validity of driving licenses for Kuwaiti citizens and GCC nationals will remain 15 years, but for other foreign residents, the validity has been reduced to 5 years. The Interior Minister’s decision is seen as a significant reform in Kuwait’s licensing regulations.
Private driving licenses, which include small transport vehicles carrying up to 7 passengers, will now be issued based on the updated validity linked to the resident’s visa status.
License Categories Updated
General driving licenses have been divided into two main categories:
- Category A includes large vehicles carrying over 25 passengers, public transport vehicles, trucks with a capacity exceeding 8 tons, and vehicles used to transport hazardous materials or for driving instruction.
- Category B covers vehicles that transport more than 7 but fewer than 25 passengers or carry loads between 2 to 8 tons. Drivers holding a Category B license are not allowed to operate vehicles falling under Category A.
Motorcycle License Categories
Motorcycle licenses are also now split into two types:
- Category A includes all types of motorcycles used for training or off-road instruction.
- Category B is limited to motorcycles with three or more wheels.
Special Sector Licensing
New rules have also been introduced for special sector drivers such as those operating construction, industrial, agricultural, and tractor vehicles. These now require specific licenses under the new framework, with strict rules for proper classification.
Special licenses have also been introduced for vehicles used in designated service activities. These licenses are tied to a specific job function and are not valid for general road use.
The Ministry of Interior clarified that no changes have been made to the application process or license fees, but the new classifications and validity rules will be strictly enforced.
Existing licenses will remain valid until expiry, after which renewal must follow the new regulations. Authorities stated that the move aims to improve road safety, enhance regulatory oversight, and align Kuwait’s transport policies with international standards.
