Saudi Arabia to Take Strict Measures Against Individuals Violating Hajj Regulations
The Saudi Ministry of Interior has announced strict measures for those violating Hajj regulations, emphasizing that any attempt to perform the pilgrimage without official authorization will result in severe consequences.
Individuals found undertaking Hajj without a valid permit will face a fine of 20,000 Saudi Riyals. This fine will also apply to anyone entering Makkah or other sacred sites using a visit visa during the Hajj season.
Authorities have also warned facilitators—such as transport providers or those offering accommodation to undocumented pilgrims—that they could face fines of up to 100,000 Riyals. This includes anyone who knowingly helps visit visa holders gain access to restricted Hajj areas, whether by arranging transport or offering lodging in private homes or commercial establishments. Vehicles used in such violations will be subject to confiscation.
Beyond financial penalties, violators and their facilitators may face deportation or be banned from entering the Kingdom for up to ten years. These regulations are part of Saudi Arabia’s broader effort to maintain order, safety, and the spiritual sanctity of the pilgrimage.
Individuals who are penalized will have the right to appeal within 30 days, and they may challenge the ruling in court within 60 days of the initial judgment. The enforcement of these rules will be in effect from the 1st of Dhul-Qi’dah to the 14th of Dhul-Hijjah, aligning with the peak period of the Hajj pilgrimage.
The Ministry has urged all pilgrims, visitors, and residents to respect the official guidelines and avoid violating hajj regulations, ensuring the safety and sanctity of Hajj for all participants and protecting themselves against strict measures.
