India Under Modi Is Unsafe for Capitalists: Henley Report

The 2025 Henley Private Wealth Migration Report has exposed serious concerns about the economic situation of India under Prime Minister Narendra Modi’s leadership. Despite claims of rapid development, the report reveals that India’s capitalist class faces growing insecurity within the country.

According to the report, approximately 3,500 High Net Worth Individuals (HNWI) intend to leave India in 2025. This significant outflow of wealthy individuals highlights a massive brain drain, which the report attributes directly to the Modi government’s failed economic policies.

The brain drain not only results in financial losses for India but also marks the onset of a substantial shortage of entrepreneurial talent and leadership. The skilled class in India is reportedly weakening day by day under Modi’s administration.

The report also criticizes the government’s focus on Hindutva policies, suggesting that this ideological prioritization is coming at the expense of national development. This has led to an increasing number of capitalists fleeing the country.

Political instability, social unrest, and eroding public trust in government policies are further contributing to the crisis, according to the Henley report. The Indian elite are preparing to transfer wealth totaling approximately 26 billion dollars abroad. Destinations favored by these wealthy individuals include the United Kingdom, the United States, and the United Arab Emirates.

Despite India’s continued economic growth as portrayed in the media, the report stresses that the elite’s exodus reflects a deep lack of confidence in the country’s economic policies. Factors such as corporate tax burdens, regulatory pressures, and political instability under Modi’s regime have fostered anxiety among the capitalist class.

In contrast, the report points out that Pakistan, despite facing economic challenges, has succeeded in maintaining investor confidence.

Overall, the 2025 Henley Private Wealth Migration Report 2025 suggests that Modi’s grand claims of development have not translated into a secure environment for billionaires in India, many of whom are now looking towards the West for their future.
