Who Is Cecilia Steen? Epstein Emails Surface in Jmail Archive

09 February, 2026 16:44

A series of email exchanges between the late financier Jeffrey Epstein and a woman named Cecilia Steen have drawn renewed public attention following the release of the final batch of Epstein-related files by the US Department of Justice. The communications, now accessible through Jmail — a browser-based archive of public emails — were made available under the Epstein Files Transparency Act (EFTA).

The Jmail archive, designed to resemble the Gmail interface, has been published by the United States House Committee on Oversight and Government Reform. Among the newly accessible material are several conversations that suggest a familiar and emotionally warm relationship between Epstein and Steen. In addition to the emails, Steen’s name also appears in Epstein-related shipping records, including a FedEx entry listed in the DOJ-released Epstein library.

Despite the visibility of her name in these records, little verified information is publicly available about Cecilia Steen. According to researchers tracking individuals mentioned in Epstein documents, she expressed sympathy in emails regarding a lawsuit involving Donald Trump and was referenced during testimony in Ghislaine Maxwell’s trial in relation to FedEx shipments.

Steen’s name was also included in a broad civil discovery request connected to litigation against the Epstein estate, seeking documents related to “house staff, employees, or individuals who were compensated by Epstein or affiliated entities.” However, publicly available databases do not place her name in Epstein’s flight logs or the so-called “black book.” There are no records indicating she has been charged with any crime linked to Epstein.

Some of the emails reveal deeply personal language. In one message, Steen wrote, “I think about you all the time, every day and wish I could make things better. You’ve given me a very good and happy life!” The same email later adds, “I always carry you in my heart wherever I go.”

Another exchange references American businessman Andrew Farkas. In one email, Steen asked, “Who is turtle and what the f**k is elskling?” to which Epstein responded, “you’re too young to know.” The term “elskling” is commonly understood as a Norwegian word meaning ‘beloved,’ though the exact context remains unclear.

The emails also provide clues about Steen’s life. She appears to have lived in Dubai for an extended period, frequently mentioning work struggles and residency processes. One 2008 email reads, “Wow… 14 months in Dubai and I’m got my residency visa! I went for the HIV test and the x-ray.”

Other correspondence suggests she held an MBA and worked in corporate roles, though her employment appeared unstable at times. “Out of work – again. It’s exhausting. I must find something very soon,” she wrote in late 2007.

Social media speculation about Steen has intensified following the disclosures, with unverified claims ranging from her current employment to alleged intelligence connections. However, none of these assertions have been independently confirmed.
