Iran Sends America Its Terms: Sanctions Gone, Troops Out, War Damages Paid

Pakistan delivered the document. Iran’s Deputy Foreign Minister just told the world what was inside it.

Iran has formally transmitted a revised peace proposal to Washington through Pakistani intermediaries — and Deputy Foreign Minister Kazem Gharib Abadi has now publicly disclosed its core terms, removing any ambiguity about what Tehran requires before this conflict ends.

The proposal is not a negotiating opener. It is a structured set of non-negotiable conditions built on the logic that Iran absorbed a 40-day military assault, retained its strategic capabilities, and is therefore entitled to terms that reflect that reality.

The Five Core Demands

First: Complete sanctions removal. Iran’s primary economic demand is the immediate and total elimination of all American-imposed sanctions — not suspension, not phased reduction, but complete termination of the sanctions architecture that has targeted the Iranian economy for decades. This includes financial sector restrictions, energy export bans, and secondary sanctions that have prevented third-country entities from doing business with Tehran.

Second: Frozen assets returned. Billions of dollars in Iranian sovereign assets held in international banks — frozen under successive American administrations — must be released immediately. The legal status of these assets has been contested for decades. Iran’s position is unambiguous: the money belongs to Iran and must be returned without conditions.

Third: Naval blockade lifted. The US naval blockade of Iranian ports, announced by Trump on April 13 despite the ceasefire declaration six days earlier, must end immediately. Iran has consistently characterized the blockade as a continuation of war by economic means — and has made its removal a precondition for any substantive negotiation. This demand has not changed.

Fourth: Regional war ended on all fronts. The proposed agreement must cover not just direct Iran-US hostilities but all regional conflict theaters — explicitly including Lebanon and other fronts where Iran-aligned forces remain engaged. Tehran will not accept a deal that ends its own exposure while leaving allied forces under continued attack.

Fifth: American troop withdrawal. US forces must withdraw from areas bordering and proximate to Iranian territory. This demand addresses the permanent forward positioning of American military assets that Tehran considers an ongoing threat regardless of ceasefire status.

Sixth: War reparations. Compensation for damages inflicted during the conflict — on Iranian infrastructure, nuclear facilities, civilian populations, and economic capacity — must be addressed in any final agreement.

Why Pakistan’s Role in Transmission Matters

The fact that Pakistan physically delivered this document to Washington on Iran’s behalf confirms that the Islamabad mediation channel remains the primary communication infrastructure between the two parties. Iran trusts Pakistan to transmit its positions accurately. Washington accepts Pakistani-delivered communications as legitimate. This mutual acceptance of Islamabad as intermediary is the diplomatic architecture that makes any deal possible.

Washington’s Decision Point

These terms are demanding. They are also consistent — every element has appeared in previous Iranian statements. What is new is their formal compilation into a single transmitted document with Pakistan’s institutional credibility attached.

Trump rejected Iran’s previous proposal via social media. This one arrives through a formal diplomatic channel with specific terms that require a specific response.

The Islamabad Talks have a document on the table. Now Washington must decide what to do with it.
