Europe Weighs Strait of Hormuz Navigation Fee Plan as Iran, Oman Hold Maritime Talks

European governments are reportedly studying proposals that could introduce navigation-related fees for ships transiting the Strait of Hormuz, provided the charges are voluntary and receive the backing of the United Nations agency responsible for regulating international maritime transport. The proposal focuses on payments for navigation support and maritime services rather than imposing mandatory transit tolls on vessels using the strategic waterway.
The discussions are said to draw on existing payment systems used in major international waterways such as the Strait of Malacca and the English Channel. Britain’s Deputy Prime Minister, David Lammy, warned that compulsory tolls in the Strait of Hormuz would be “disastrous,” while other British officials acknowledged that fees for specific navigational services are already accepted in several natural maritime routes.
Meanwhile, Oman has reportedly opposed the introduction of mandatory transit fees but has expressed support for a framework that provides navigation assistance and related maritime services. Iranian Foreign Minister Abbas Araghchi is expected to hold talks in Oman on a draft agreement covering navigation services, with reports indicating that Iran and Oman have reached an understanding on jointly managing navigation in the Strait of Hormuz.
The developments come amid renewed international concern over maritime security in the Gulf. U.S. officials have called on Iran to publicly affirm that the Strait of Hormuz remains open to international shipping and that commercial vessels transiting the route will not be targeted, amid continued regional tensions.
The Strait of Hormuz remains one of the world’s most strategically important shipping lanes, carrying a significant share of global oil and gas exports. As diplomatic discussions continue, governments are weighing measures aimed at improving navigational safety while ensuring uninterrupted maritime trade through the vital corridor.
