US senators have introduced legislation proposing tariffs exceeding 100% on five countries that continue purchasing Russian oil, including India, according to Hindustan Times. The bill signals an escalation in Washington’s effort to squeeze Moscow’s energy revenue by targeting its remaining major buyers rather than Russia directly.

The Indian Express reports the tariff proposal has raised concerns in New Delhi over its potential to disrupt India’s energy imports and complicate ongoing trade negotiations with Washington. India has emerged as one of the largest buyers of discounted Russian crude since Western sanctions began redirecting global oil flows in 2022, making it a natural target for measures aimed at cutting off Moscow’s revenue.

The timing compounds an already difficult period for India’s energy security. During recent Middle East conflict, India faced significant strain in securing stable oil and gas supplies, exposing how dependent the country’s energy strategy has become on a narrow set of suppliers — Russia chief among them — even as that dependence now invites direct friction with Washington.

Economists cited in Indian media have linked the country’s broader economic strain to policy missteps beyond the energy question, pointing to rising inflation and unemployment that have fueled public protests in recent months. Critics argue India’s ambitions to position itself as a rising global economic power have been undercut by a mix of policy inconsistency and external shocks the government was slow to address.

The tariff threat, if enacted, would land at a particularly sensitive moment for US-India trade talks, which have already moved slowly over disputes involving agriculture and market access. A 100%-plus tariff would effectively price Russian-linked Indian exports out of the American market, forcing New Delhi to choose between discounted Russian energy and preserving trade access to the US — one of its largest export destinations.

Whether the bill advances beyond introduction remains uncertain; similar punitive trade measures targeting Russia’s oil buyers have stalled in Congress before over concerns about alienating strategic partners like India. But its introduction alone adds pressure on New Delhi to diversify energy sourcing at a moment when domestic economic discontent is already testing the government’s footing on multiple fronts.
