Sidney Bowman Fined £12k for Violent Assault on Water Bailiffs at Shropshire Fishery

Two men have been fined over £12,000 after violently attacking water bailiffs at a popular fishing spot in Shropshire.

The incident happened at Poole Hall Fisheries near Bridgnorth. On that day in September 2023, 75-year-old Sidney Bowman and his 44-year-old son Andrew were caught fishing without licences.

What Happened?

The Environment Agency officers, also known as fisheries enforcement officers, approached the pair to check for fishing licences.

Andrew Bowman, who was topless and sitting on a camping chair, told the officers, “My licence is at home.” He refused to show his ID, saying, “I ain’t fishing no more. I’m leaving now.”

The officers warned him for not giving his details. But instead of cooperating, Andrew became aggressive and threatening.

When the officers tried to move a fishing knife for safety and take his gear for evidence, Andrew punched one of them in the face.

His father Sidney then ran over, shouting, “He’s my son!” He also attacked an officer, poking him in the eye while trying to grab the officer’s radio.

Andrew resisted arrest and refused to be handcuffed. Police were called, and both men were taken into custody.

Court Decision

At Telford Magistrates Court, both men were found guilty and fined heavily.

  • Andrew Bowman, from Dudley, was fined a total of £6,987, which includes £50 compensation. He had already admitted assaulting an emergency worker.

  • Sidney Bowman, also from Dudley, was fined £5,128. His fine included £660 for assault and £146 for fishing without a licence. He also paid £322 in victim surcharge and £4,000 in court costs.

What the Environment Agency Said

In a statement, the Environment Agency said: “These sentences show that assaulting our staff will not be tolerated. Our officers face abuse and threats while protecting the environment. We will take action against anyone who stops our officers from doing their job.”

The agency also asked people to report illegal fishing by calling their 24/7 hotline: 0800 807060.
