Who is Cindy Rodriguez Singh? FBI’s Most Wanted Fugitive Arrested in India
On August 20, 2025, the FBI confirmed the arrest of Cindy Rodriguez Singh, one of its Top 10 Most Wanted Fugitives. She was caught in India with the help of Indian authorities and INTERPOL. FBI Director Kash Patel said this was the fourth capture from the Most Wanted list in the last seven months.
Why Was Cindy Rodriguez Singh Wanted?
Cindy Singh, 40, was wanted in Texas on charges of killing her six-year-old son, Noel Rodriguez-Alvarez. She faces two major charges:
Unlawful Flight to Avoid Prosecution
Capital Murder of a person under 10 years of age
The FBI had also announced a reward of $250,000 for information leading to her arrest.
The Case of Noel Rodriguez-Alvarez
In March 2023, Texas police conducted a welfare check for Noel. He had not been seen since October 2022. Noel had several health problems, including developmental disorders, bone issues, and chronic lung disease.
When questioned, Cindy claimed Noel was in Mexico with his biological father. But investigators found this was false. Just days later, Cindy boarded a flight to India on March 22, 2023, with her husband, Arshdeep Singh, and six other children. Noel was not with them.
Legal Proceedings Against Cindy Singh
Cindy was formally charged in October 2023 in a Texas court. By November 2023, a federal warrant was issued for Unlawful Flight to Avoid Prosecution.
For nearly two years, she managed to avoid arrest. But now, after being caught, she has been brought back to the US and will be handed over to Texas authorities.
FBI Statement on the Arrest
FBI Director Kash Patel praised the operation and said Singh would face full justice. Her arrest has become a major development in the ongoing hunt for dangerous fugitives worldwide.
