Law Minister Presents 27th Constitutional Amendment Bill in Senate

Islamabad: Law Minister Azam Nazir Tarar has presented the 27th Constitutional Amendment Bill in the Senate, following approval by the federal cabinet.

During the session chaired by Senate Chairman Yousaf Raza Gillani, Minister Tarar requested the suspension of regular proceedings to introduce the bill, which the chairman approved.

Bill to Go to Joint Committee

Azam Nazir Tarar said the bill would now be referred to a joint parliamentary committee for detailed discussion. Members of both the National Assembly and Senate will participate, and additional members may also be invited. There will be no voting on the bill at this stage, and discussions with the opposition will begin in the committee.

The Senate Chairman urged opposition members to actively participate in the committee proceedings. The bill has been entrusted to the Standing Committee on Law and Justice for review.

Consultation with Allies

The Law Minister emphasized that legislation is being carried out with consultation and input from all coalition parties. Earlier, after the federal cabinet meeting chaired by Prime Minister Shehbaz Sharif, Tarar said there was consensus on the establishment of a constitutional court. The government will work with allied parties to ensure smooth approval of the bill.

Judicial Transfers to Be Handled by Judicial Commission

Tarar stated that the transfer of judges will now be managed by the Judicial Commission, addressing past objections regarding the role of the Prime Minister or President in such matters.

Important Military and Strategic Provisions

The minister highlighted that lessons from Article 243 and recent Pakistan-India tensions have influenced the amendments. The bill also addresses appointments for key military positions, including Field Marshal, Air Chief, and Naval Chief, ensuring ranks and honorary titles are properly recognized.

Next Steps

Azam Nazir Tarar confirmed that once the 27th Amendment is approved by a two-thirds majority, it will become a part of the Constitution.
