BISP Digital Wallet SIM 2025: Phase-Wise Distribution Begins for Women Beneficiaries
The Benazir Income Support Programme (BISP) has launched a historic initiative in 2025, distributing free SIM cards linked to Digital Wallets for women beneficiaries. The project aims to modernize the payment system, ensure transparency, enhance safety, and empower women across Pakistan.
Through this initiative, BISP beneficiaries can now receive their monthly support directly in a secure digital wallet on their mobile phones, eliminating the need to visit cash centers or rely on intermediaries. The SIM cards are linked to beneficiaries’ CNICs, require biometric verification for activation, and act as a Social Protection Wallet for receiving, tracking, and managing funds.
BISP emphasized that this step promotes financial inclusion, providing millions of women with access to digital banking services. “The Digital Wallet SIM allows women to control their welfare payments directly while preventing fraud and delays,” an official said.
Phase-Wise Distribution Schedule:
- Phase 1: Starting 17 November 2025, covering 41 districts via BISP Dynamic Registry Centres (DRCs).
- Phase 2: Starting 24 November 2025, covering 53 districts via camp sites in tehsils, targeting rural areas.
- Phase 3: Starting 1 December 2025, covering 52 high-load districts with multiple camps per tehsil to ensure all beneficiaries receive their SIMs.
Eligibility is strictly for women registered under the BISP Kafaalat Program with a valid CNIC and successful biometric verification. Beneficiaries must bring their original CNIC, an active mobile phone, and complete fingerprint verification to collect their SIM.
Once activated, the Digital Wallet allows women to receive payments, check balances, withdraw money from approved agents or partner banks, and receive official BISP messages. The initiative reduces dependency on cash-based systems, ensures transparency, and empowers women financially.
BISP advises beneficiaries to only visit official centers, safeguard their PINs, and report lost or stolen SIMs immediately. Officials believe this initiative represents the largest social protection reform in Pakistan, offering digital financial inclusion and a safer, more efficient system for millions of women nationwide.
