Pakistan makes new rule mandatory for work visa protectors
LAHORE: The Pakistan government has announced that all citizens traveling abroad on work visas must obtain a Soft Skills Certificate before departing. This applies to those going to European countries and Gulf countries such as Saudi Arabia, UAE, and Bahrain.
According to the Bureau of Emigration and Overseas Employment, the rule applies from January 1, 2026, for Pakistanis traveling to European countries. For those traveling to Saudi Arabia, UAE, Bahrain, Qatar, and other Arab countries, the requirement will take effect from February 1, 2026.
Work visa holders cannot apply for a visa protector without the soft skills certificate.
How to Get the Soft Skills Certificate
Pakistani citizens can obtain the certificate free of cost by visiting https://softskills.oec.gov.pk/. Applicants must pass a test to receive the certificate.
Visa Protector Fee
The Overseas Pakistanis Foundation (OPF) reminded all workers going abroad that visa protector registration is mandatory.
The total fee for direct employment abroad is Rs 9,200, which includes:
Rs 4,000 for OPF fund
Rs 2,500 Insurance Premium
Rs 2,500 Registration Fee
Rs 200 OEC Fee
This ensures overseas workers are properly registered and protected before leaving Pakistan.
