PESHAWAR: This week, the National Accountability Bureau (NAB) Khyber Pakhtunkhwa announced a record recovery of Rs. 4.05 billion in the high-profile Kohistan Mega Scam. The recovery came through a plea bargain and marks the largest lump-sum cash recovery in NAB KP’s history.
The case has brought attention to Mumtaz Khan, a dumper driver accused of acting as a front man in the scam.
The Kohistan Mega Scam Explained
According to NAB, the scam involved the misuse of public funds from the government treasury. Investigators say the fraud was planned and executed through fake accounts and shell entities.
The main accused in the case is Qaisar Iqbal, who allegedly controlled the operation behind the scenes.
Who Is Mumtaz Khan?
Mumtaz Khan is described by NAB as a benamidar, or proxy account holder. Authorities say he allowed his name and identity to be used to open bank accounts for a fictitious firm called Mumtaz Construction Company.
Through these accounts, large sums of public money were allegedly transferred, helping hide the real beneficiaries of the scam.
Plea Bargain and Record Recovery
When faced with evidence, Mumtaz Khan chose to enter a plea bargain with NAB. Under this agreement, he returned assets worth Rs. 4.05 billion.

Cash
Properties
Vehicles
An accountability court approved the plea bargain. This also resulted in the first conviction in the Kohistan Mega Scam case.
Why This Case Matters
This recovery is significant for two reasons. First, it shows how front men are used in large corruption cases to move public money. Second, it sets a new benchmark for accountability with the largest single recovery in NAB KP’s history.
