Pakistan to Introduce Direct Government Oversight for Private Hajj Scheme

The Government of Pakistan has approved major changes to the private Hajj scheme by bringing its operations under the direct supervision of the Ministry of Religious Affairs.

Under the new system, all private Hajj bookings, contracts and financial transactions will be managed through the Ministry’s Pak Hajj App instead of private Hajj operators.

Officials said the digital system has been introduced to meet the requirements of Saudi Arabia’s Nusuk Masar platform. A one-window system will also be introduced to make the process easier, improve transparency and reduce the risk of fraud and financial misconduct.

The Pak Hajj App will become the main platform for private Hajj operations. Pilgrims will be able to view different Hajj packages and choose an authorised private Hajj company through the app.

According to officials, 25 licensed private Hajj companies will provide services under the Ministry’s supervision.

More than 105,000 people have already registered for private Hajj through the Pak Hajj App.

The Ministry of Religious Affairs has also completed preparations for managing private Hajj operations from 2027 to 2030 under the new system.

Officials said the Ministry will oversee pilgrims’ payments, contracts and other operational matters to ensure better services and greater transparency.

The government says the new system aims to improve the Hajj experience for pilgrims and modernise Pakistan’s private Hajj operations through a fully digital process.
