Pakistan Introduces National EV Policy 2025–2030
Pakistan has rolled out its National Electric Vehicle (NEV) Policy 2025–2030, a comprehensive plan to cut emissions and shift the country’s transport sector toward sustainability. The policy outlines ambitious targets, including making 30% of new vehicle sales electric by 2030, 50% by 2040, and achieving a complete transition by 2060.
Key Objectives
The policy aims to reduce greenhouse gas emissions, curb reliance on imported fossil fuels, boost local EV manufacturing, and improve public health through cleaner air. Covering two- and three-wheelers, buses, trucks, and passenger cars, the transition is projected to save billions of liters of fuel while strengthening energy security and promoting green technology in Pakistan.
Subsidies and Incentives
To make EVs affordable, a cost-sharing subsidy program has been introduced: Rs65,000 for two-wheelers, Rs400,000 for three-wheelers, and up to Rs15,000 per kWh or 5% of invoice value for four-wheelers and commercial vehicles. The government particularly emphasizes rapid adoption of two- and three-wheelers, which account for 87% of Pakistan’s vehicle population and are widely used by low-income groups.
Charging Infrastructure
The roadmap includes the setup of 3,000 EV charging stations by 2030. Within six months, 40 fast chargers will be deployed on highways and motorways. Oil marketing companies will be required to convert 10% of fuel stations into EV charging points, while a national tariff of Rs39.7 ($0.14) per kWh has been fixed for commercial charging.
