Cars New Tax Rules in Pakistan for Filers and Non-Filers 2025

Car buyers in Pakistan are set to face additional financial strain as the government revises its Withholding Tax (WHT) policy for vehicle purchases. The latest update introduces a key shift in tax calculation — moving from the car’s engine capacity to its net invoice price as the basis for WHT. This change will disproportionately affect non-filers, who are now subject to significantly higher tax rates.

“Under the new policy, WHT on Suzuki, Toyota and other brands will now be calculated based on the car’s net price instead of engine capacity, affecting non-filers the most.”

According to the revised 2025 WHT structure, non-filers purchasing popular models such as the Toyota Yaris or Suzuki Swift may now face a withholding tax rate of up to 9%, while registered taxpayers (filers) continue to benefit from much lower rates.

“Analysts warn that the move will increase the overall cost of owning a car and add to the challenges of already high vehicle prices in the country.”
