Section 144 Imposed Across Punjab From 1st to 10th Muharram to Ensure Peace and Public Safety
The Punjab government has imposed Section 144 across the entire province for the duration of Muharram-ul-Haram, putting a comprehensive set of security restrictions in place from the 1st through the 10th of Muharram to preserve law and order and protect citizens during one of the most sensitive religious observance periods in the Islamic calendar.
The Punjab Home Department issued a formal notification confirming the province-wide enforcement, stating that the measures are designed to promote religious harmony and safeguard both lives and property during Muharram processions and public gatherings.
Under the terms of the order, no alterations, new practices, or innovations will be permitted within the established format of traditional Muharram processions. Authorities have imposed a blanket ban on hate speech, provocative sloganeering, sectarian commentary, and any statements with the potential to inflame religious or ethnic tensions — whether voiced publicly or circulated through social media platforms. Officials warned that violations will result in strict legal consequences.
The notification also prohibits the display of weapons or explosives at any location without explicit prior authorisation. Along procession routes, authorities have banned the construction of makeshift barriers or fortified positions on rooftops, and have prohibited the accumulation of stones, bricks, bottles, or other projectile objects. Members of the public will not be permitted to occupy shop fronts or rooftop positions as spectators during processions.
Regarding motorcycle pillion riding, officials clarified that the restriction will apply specifically on the 9th and 10th of Muharram only, with exemptions extended to women, children, the elderly, and active security personnel.
A Punjab Home Department spokesperson reaffirmed that the enforcement of Section 144 is directed entirely at maintaining civil peace, adding that “protecting citizens’ lives and property remains the government’s top priority.” The Home Secretary has directed district administrations to ensure extensive media coverage of these restrictions across Lahore and throughout the province, so that all residents are informed well in advance and potential incidents can be pre-empted.
