PMLN vs PPP: AJK Development Debate Intensifies After Ahsan Iqbal’s Lahore-Karachi Remarks

Federal Planning Minister Ahsan Iqbal told a PML-N workers’ convention in Narowal that Kashmiris won’t let their region become another Karachi, saying they instead want development modeled on Lahore.

The remarks directly targeted PPP chairman Bilawal Bhutto Zardari, with Iqbal telling him that Kashmiris know his party’s governance record and are well aware of which party’s tenure has coincided with rampant corruption.

Iqbal argued that 90% of Pakistan would vote for Lahore-style development, framing PML-N’s track record as popular nationwide and describing the party as a symbol of Pakistan’s strength and stability. The Karachi-versus-Lahore comparison functions as a pointed jab at PPP, which governs Sindh and its capital Karachi, contrasting it against Punjab’s provincial capital where PML-N has held power for most of the past two decades.

The exchange comes as both parties campaign ahead of elections in Azad Jammu and Kashmir, with Bilawal Bhutto making his own combative predictions a day earlier. Addressing supporters, Bhutto said PML-N would suffer a defeat in the AJK elections severe enough for history to remember, predicting PPP would form the next government and vowing to become Kashmir’s voice on every forum if given the opportunity by voters.

Speaking at a rally in Kotli, Bhutto said his party aims to win every seat from the city to form government, framing Kashmir’s future as resting with Kashmiris themselves rather than in anyone else’s pocket — language positioning PPP as the party of local self-determination against what it frames as external political control.

The sharpening rhetoric between the two parties reflects how competitive AJK’s electoral contests have become in recent cycles, with mainland Pakistani parties investing heavily in campaigns there despite Kashmir’s distinct constitutional status and its politically sensitive position in Pakistan’s broader dispute with India. Both PML-N and PPP have historically used development records in their mainland strongholds — Punjab and Sindh respectively — as campaign currency in AJK, banking on voters associating party brand with governance capacity demonstrated elsewhere.

Whether either party’s messaging resonates with AJK’s electorate will become clear once results are in, though the escalating personal rhetoric between Iqbal and Bhutto suggests both sides view the region’s elections as a meaningful proxy battle for broader national political standing ahead of future mainland contests.
