Saudi Arabia Warns of Heavy Fines During Hajj Season

23 April, 2026 18:02

In Makkah, Saudi Arabia’s Ministry of Interior has announced strict rules for the Hajj season. Authorities have warned that anyone transporting people on visit visas into Makkah can face fines of up to 100,000 Saudi riyals.

These rules will be in place from the 1st of Dhu al-Qa’dah (April 19) until the 14th of Dhu al-Hijjah (May 31). The fine applies to anyone who takes visit visa holders to Makkah or nearby holy sites without proper permission.

Officials also said that vehicles used in such violations can be confiscated by court order. This applies if the vehicle belongs to the driver or anyone involved in the violation.

The ministry has asked people to report any violations of Hajj rules. Residents can call 911 in Makkah, Madinah, Riyadh, and the Eastern Province, and 999 in other areas. Authorities have assured that all reports will be kept confidential.

Earlier, the ministry also banned expatriates from entering Makkah without an official permit from April 13. This step is part of preparations for Hajj, to ensure safety and smooth arrangements for pilgrims.

Under the new rules, only those with a valid residency permit for Makkah, an approved Hajj permit, or an official work permit for the holy sites will be allowed to enter. Others will be stopped at security checkpoints.

The government says these measures are necessary to manage crowds and make sure the pilgrimage takes place safely and in an organized way.
