DR Congo Files Case Against Rwanda at International Court of Justice Over Alleged Treaty Breaches

The Democratic Republic of the Congo has filed a case against Rwanda at the International Court of Justice (ICJ), accusing its neighbor of violating multiple international treaties through alleged military involvement on Congolese territory. The case centers on claims that Rwanda has supported armed groups operating in eastern Congo in the years following the 1994 Rwandan genocide.
According to Congo’s Justice Minister Guillaume Andali, the case seeks accountability for alleged breaches of international conventions relating to genocide prevention, racial discrimination, women’s rights, and the prohibition of torture. Kinshasa argues that these violations stem from Rwanda’s alleged backing of armed factions conducting operations inside Congolese territory.
Rwanda has not yet formally responded to the filing, but it has consistently denied accusations that it supports rebel groups. However, the allegations have also been raised by United Nations experts and some Western governments, particularly in relation to the armed group M23 operating in eastern DR Congo.
