Sindh Government introduces new road safety measures for Karachi

In a recent meeting chaired by Sindh Chief Minister Syed Murad Ali Shah, the provincial government unveiled a series of new initiatives aimed at enhancing road safety and improving traffic management in Karachi. These changes come in response to the growing concerns over road accidents and the increasing need for better regulation of the city’s chaotic traffic system.

Key Changes for Karachi’s Traffic and Transport Sector

The Sindh government has introduced several key measures aimed at reducing accidents and improving road safety. One of the most significant changes is the new speed limit of 30 km/h for heavy transport vehicles (HTVs) in Karachi. This decision addresses the rising number of accidents involving heavy vehicles and is designed to protect both vehicle drivers and pedestrians. The Chief Minister stressed that strict enforcement of this speed limit is essential to minimizing the risk of accidents in the city.

In addition to the speed limit, mandatory random drug testing will be implemented for all heavy transport vehicle drivers. This new regulation ensures that drivers are fit for duty and not impaired by drugs, which can significantly affect their driving ability. By testing drivers regularly, the Sindh government aims to reduce accidents caused by impaired driving.

Stringent Measures to Ensure Vehicle Safety

Further improving safety on the roads, the Sindh government has mandated the installation of trackers and dash cams in all heavy transport vehicles (HTVs), light transport vehicles (LTVs), and public service vehicles (PSVs). This initiative will help authorities monitor vehicle movements, providing an added layer of accountability and ensuring that any incidents can be easily traced and investigated.

Additionally, all heavy and light vehicles must now be equipped with under-run protection devices. This is particularly important for vehicles such as water tankers, which are prone to accidents and leaks due to defective parts. Vehicles with expired or canceled fitness certificates will be seized and only reauthorized once they pass inspection by the transport department.

Random Drug Testing for Drivers

In line with the commitment to public safety, the Sindh government has emphasized the importance of random drug testing for all heavy and light vehicle drivers, especially those operating transport vehicles. This measure is expected to help ensure that drivers are sober and fit to drive, further reducing the risk of accidents due to impaired driving.

E-Ticketing System and License Reforms

The Sindh government is also making significant strides in modernizing the traffic management system by implementing a fee-less automated e-ticketing system for traffic violations. This system will be interconnected with multiple departments, including the transport department, excise, licensing authority, traffic police, and NADRA, to streamline processes and improve efficiency.

In addition, the government has introduced a demerit point system for driving license holders. Drivers will now be required to undergo international-standard training before obtaining a driving license. These reforms aim to instill safer driving habits and reduce traffic violations.

Crackdown on Unlawful Vehicles and Traffic Violations

To further enhance road safety, the Sindh government is launching a crackdown on unlawful vehicles and violations. This includes illegal number plates, black tinted windows, and unauthorized sirens or lights. The crackdown will also focus on motorcycles, with new penalties for riding without helmets, triple riding, and operating unsafe bikes.

Immediate Action and Oversight

To ensure that these new measures are implemented swiftly, a high-level committee has been established, which will be directly monitored by the IG Police. This committee is tasked with overseeing the effective and timely execution of the new regulations.
