In a major move to curb the sale of smuggled and illicit cigarettes, the Federal Board of Revenue (FBR) has now authorized provincial tax and revenue officers to take legal action against such goods being sold across shops and markets.
FBR Issues Notification
Through S.R.O. 1279(I)/2025, issued on Tuesday, FBR officially granted powers of Inland Revenue to certain provincial officers. This legal change allows them to seize smuggled cigarettes from retail outlets, warehouses, and even motor vehicles transporting them.
Who Can Take Action
According to FBR, the powers are granted under sub-section (4) of section 27 of the Federal Excise Act, 2005. The following officers can now act under section 26 and sub-section (1) of section 27 of the same Act:
Conditions for Action
These powers are subject to a condition that action can only be taken by Excise and Taxation Officers, Assistant Excise and Taxation Officers, or officers not below BS-16, to ensure only responsible officers handle enforcement.
FBR Officers Can Now Legally Seize Smuggled Cigarettes
This decision is aimed at tightening control on the sale of illicit tobacco products and boosting legitimate tax collection. Provincial officers can now step in to stop cigarette smuggling with full legal backing.
