BISP 2025: Who is eligible and how to check your status
In July 2025, the Benazir Income Support Programme (BISP) announced a major update that has worried many families. Women who work in government jobs—or whose husbands or close family members are government employees—are now officially disqualified from receiving BISP payments.
Many women have started receiving recovery SMS messages asking them to return all the money they had received from BISP in the past. These messages also include warnings about “permanent disqualification” from the program.
Why Were Government Employees Disqualified?
The main reason for this rule is that BISP is designed to help the poorest families in Pakistan—those with no stable income or government support.
Stricter Enforcement in July 2025
While this rule was already in place, BISP started enforcing it much more strictly in July 2025 using NADRA data, government job records, and updated surveys.
If a woman, her husband, or a close relative in her household works for the government, the family is now considered financially supported and no longer eligible for BISP assistance.
What Does the Recovery SMS Mean?
If you received a text message from BISP asking you to return money, it means:
Your BISP profile shows government job links in your household.
You were not eligible to receive payments based on the new rules.
BISP wants you to repay all past payments you received.
The message may also say you are permanently disqualified if repayment is not made.
These messages can feel harsh or confusing, but understanding them is the first step to resolving the issue.
What To Do If You Receive a Recovery SMS
1. Confirm Your Disqualification
Send your CNIC number via SMS to 8171 to check your status. You can also visit the nearest BISP office to ask for your profile to be reviewed.
2. Understand the Message
Read the message carefully. Most recovery SMS messages include:
The total amount you must return
A notice that you are no longer eligible
A warning about permanent disqualification if ignored
3. Visit a BISP Center
Go to your nearest BISP office or tehsil-level registration center. Bring:
Your original CNIC
A screenshot or printout of the recovery SMS
Any past receipts or payment records (if you have them)
4. Arrange Repayment
You may be required to repay the total amount you received while being ineligible. This process is handled directly by BISP staff. Once payment is made, ask for a receipt as proof.
Can You Rejoin BISP After Disqualification?
Yes, it is possible—but only if you meet certain conditions.
A. Repay the Recovery Amount
You must fully return the money you received. This clears your record with BISP.
B. End Government Job Link
You or your spouse/relative must no longer be employed by the government. If the job ends (e.g., retirement or resignation), you can apply again later.
C. Complete a New Survey
After repayment and change of employment status, visit a BISP center and complete the Dynamic Survey again. Bring:
Your CNIC
B-Forms for your children
Electricity bill, gas bill, or other documents showing your living situation
Family Registration Certificate (FRC) if required
D. Wait for Approval
Once your new data is submitted, BISP will review your case. This may take 4 to 6 weeks. You can check your status by sending your CNIC to 8171 or revisiting the BISP portal.
What About Children’s Education Stipends?
If a mother is disqualified from BISP, there is some good news. Children’s education stipends (Taleemi Wazaif) may continue as long as:
Children’s B-Forms are updated
They are regularly attending school
Their data is properly linked in the BISP system
If your child’s payment stops, visit the nearest BISP office with updated school documents and B-Forms to ensure continuity.
