27th Constitutional Amendment to Strengthen Local Governments: Mustafa Kamal

Federal Minister Mustafa Kamal said that Prime Minister Shehbaz Sharif has taken them into confidence on the 27th Constitutional Amendment.

He explained that during the 26th Amendment, his party had already clarified Article 140-A, which deals with the transfer of powers to local governments. “The Prime Minister has assured that this clarification will also be included in the 27th Amendment,” Kamal said.

According to him, after the 18th Amendment, powers got stuck with the Chief Ministers, and there is no proper system to transfer resources from provinces to districts. “Plans are made, but there is no mechanism to deliver them to the grassroots level,” he added.

Mustafa Kamal said the proposed amendment could change the lives of 250 million Pakistanis. “We joined the government on a one-point agenda—to empower the people,” he stated, adding that the PML-N had made a written agreement with his party on this issue.

He urged all political parties to support the amendment, saying that development is not possible without transferring powers to the lowest level.

“This is not about any party; it’s about Pakistan’s survival,” Kamal emphasized, noting that developed countries have progressed because they transferred powers to local governments.
