The rules close a gap that had persisted for years. FIA officials say airlines previously allowed passengers to board and land in Pakistan even when holding expired or cancelled NICOPs, effectively pushing the enforcement problem onto immigration counters after travelers had already completed their journey. The new guidelines shift that responsibility earlier, requiring valid documentation — either a current NICOP or an appropriate Pakistani visa attached to the foreign passport — before departure.
For Pakistan’s large overseas population, particularly dual nationals in the UK, US, Gulf states, and elsewhere, the change carries real practical stakes. A NICOP allows dual nationals to enter Pakistan without a separate visa, and expired cards have historically been treated with some flexibility at the border. That flexibility is now gone, meaning travelers who haven’t checked their card’s validity before booking flights risk being turned back after already reaching Pakistani soil.
The policy has been rolled out simultaneously across the country’s airports, with immigration authorities briefed and airlines instructed to enforce the guidelines strictly before allowing passengers to board international flights bound for Pakistan. That dual-layer enforcement — at both origin airports and Pakistani immigration — suggests FIA is aiming to prevent the kind of return-flight logistics and holding-area situations that occurred when travelers were previously refused entry only after landing.
The tightening fits a broader pattern of Pakistani authorities standardizing document verification processes in recent years, partly driven by pressure to align immigration practices with international norms and reduce administrative backlogs caused by ad hoc cases at ports of entry.
For overseas Pakistanis planning visits home, the practical takeaway is straightforward: NICOP validity needs checking well before travel, not assumed based on past experience. Given how strictly airlines have been told to apply the rule, travelers arriving with lapsed documentation should now expect refusal at the departure gate abroad rather than a workable resolution on arrival in Pakistan.
