Saudi Arabia’s 96th National Day: Pakistan-Saudi Ties from Brotherhood to Strategic Partnership

ISLAMABAD: Saudi Arabia is celebrating its 96th National Day on September 23. The occasion commemorates the unification and establishment of the Kingdom of Saudi Arabia in 1932 under the leadership of King Abdulaziz bin Abdul Rahman Al Saud. On September 23, 1932, the territories of modern Saudi Arabia were unified under the name of the Kingdom of Saudi Arabia.

Saudi National Day is not merely a national celebration; it is also an occasion to reaffirm the country’s unity, national identity, development and aspirations for the future.

For Pakistan and Saudi Arabia, however, the day carries an additional significance. The relationship between the two countries has evolved over decades from traditional diplomatic ties into a broad-based partnership encompassing religious and people-to-people bonds, defence cooperation, security, economic engagement and strategic collaboration.

A Relationship Built on Brotherhood and Trust

Pakistan-Saudi relations have traditionally been described by the leadership and official institutions of both countries as a relationship between brotherly nations. The partnership extends beyond state institutions and includes deep religious, cultural and people-to-people connections.

The strong religious attachment of the Pakistani people to the Holy Mosques has given Pakistan-Saudi relations a distinctive public and emotional dimension. At the same time, the presence of a large Pakistani workforce in Saudi Arabia has further strengthened the economic and social links between the two societies.

In recent years, both countries have increasingly sought to translate this traditional bond of brotherhood into practical and institutional cooperation. High-level contacts between the leadership of the two countries have continued to focus on strengthening cooperation in economic, trade, cultural, security and other fields.

Defence Cooperation: A Key Pillar

Defence and security cooperation remains one of the most prominent dimensions of Pakistan-Saudi relations. The two countries have maintained defence links for decades, including military training, exercises and cooperation in various areas.

A major development came on September 17, 2025, when Pakistan and Saudi Arabia signed the Strategic Mutual Defense Agreement. The agreement was concluded following a meeting between Prime Minister Muhammad Shehbaz Sharif and Saudi Crown Prince and Prime Minister Mohammed bin Salman.

According to the joint statement issued by the two governments, the agreement seeks to further develop defence cooperation, strengthen joint defence capabilities and deterrence, and contribute to the promotion of peace and security in the region and beyond.

One of the agreement’s key provisions states that aggression against either country would be considered aggression against both.

The agreement is significant because it provides a more structured framework for an already longstanding defence relationship. It also places bilateral security cooperation within a broader framework of mutual security interests.

From Historic Ties to Strategic Partnership

Pakistan and Saudi Arabia describe their relationship as a historic partnership spanning several decades. The joint statement issued following the 2025 visit of Prime Minister Shehbaz Sharif to Saudi Arabia referred to the historical partnership, Islamic solidarity, shared strategic interests and close defence cooperation as foundations of bilateral relations.

Over time, new dimensions have been added to this longstanding relationship. Alongside defence and security, trade, investment, economic cooperation, culture and people-to-people contacts have become increasingly important components of the bilateral agenda.

This evolution provides an important perspective on the current direction of Pakistan-Saudi relations: traditional bonds of brotherhood and trust are increasingly being complemented by institutional cooperation in defence, security and economic affairs.

Regional Security Dimension

Both Pakistan and Saudi Arabia occupy important strategic positions in their respective regions. In an increasingly complex regional security environment, their expanding defence relationship can therefore be viewed not only through the lens of bilateral relations but also in the wider context of regional stability.

Pakistani and Saudi officials have repeatedly linked defence cooperation with the objectives of peace, security and stability. The Strategic Mutual Defense Agreement similarly identifies the strengthening of joint defence capabilities and deterrence and the promotion of regional and global peace and security among its objectives.

In this context, the growing defence relationship represents an effort to establish a more structured framework for coordinating the two countries’ mutual security interests.

Economic Cooperation: The Next Major Frontier

Alongside defence ties, economic cooperation is emerging as another important pillar of the Pakistan-Saudi partnership.

For Pakistan, Saudi Arabia is an important partner in areas including investment, trade, remittances and employment. For Saudi Arabia, Pakistan represents a country with significant potential for cooperation as the Kingdom continues to diversify its economy and pursue new international investment and partnership opportunities.

Recent high-level contacts between the two countries have consistently included economic and trade cooperation on the bilateral agenda.

The future depth of Pakistan-Saudi relations will therefore also depend on how effectively their longstanding political and defence cooperation can be translated into tangible outcomes in trade, investment, industry, technology and human-resource development.
