Taxes on imported mobile phones in Pakistan by price – Dec 2025

When new or used mobile phones are brought into Pakista n from abroad, taxes and duties are applied. The Federal Board of Revenue (FBR) has informed the National Assembly Standing Committee on Finance about these charges.

The taxes include customs duty, mobile levy, regulatory duty, sales tax, and withholding tax, and they are calculated based on the price of the mobile phone. The original price is determined through a valuation ruling. If a valuation is not available, the price is set according to import records from the last 90 days.

Taxes on Mobile Phones Based on Price

  • Up to $30:

    • Mobile Levy: Rs 100

    • Regulatory Duty: Rs 300

    • Sales Tax: 18%

    • Withholding Tax: Rs 70

  • $30 to $100:

    • Mobile Levy: Rs 200

    • Regulatory Duty: Rs 3,000

    • Sales Tax: 18%

    • Withholding Tax: Rs 930

  • $100 to $200:

    • Mobile Levy: Rs 600

    • Regulatory Duty: Rs 7,500

    • Sales Tax: 8%

    • Withholding Tax: Rs 970

  • $200 to $350:

    • Mobile Levy: Rs 1,800

    • Regulatory Duty: Rs 11,000

    • Sales Tax: 18%

    • Withholding Tax: Rs 5,000

  • $350 to $500:

    • Mobile Levy: Rs 4,000

    • Regulatory Duty: Rs 15,000

    • Sales Tax: 18%

    • Withholding Tax: Rs 5,000

  • Above $500:

    • Mobile Levy: Rs 8,000 (or Rs 16,000 if price exceeds $700)

    • Regulatory Duty: Rs 22,000

    • Sales Tax: 25%

    • Withholding Tax: Rs 11,500

These taxes ensure that imported mobile phones contribute to government revenue while controlling the import of high-value devices.
