How to get BISP payments through JazzCash, EasyPaisa, & HBL Konnect – full guide

The government is making major changes to the Benazir Income Support Programme (BISP) to make it faster, more modern, and easier for poor families to receive help.
The National Assembly Standing Committee on Poverty Alleviation has given strong orders to fix problems like lack of staff, outdated systems, and cash delays. The plan is to bring in new digital systems, hire more staff, and make BISP services more secure and respectful—especially for women.
Why Changes Are Needed
BISP helps millions of poor families, but the system has had serious problems:
Many staff positions are still empty.
People wait in long lines to get their money.
Some women face problems verifying their identity.
Some departments use staff borrowed from other offices, which causes delays.
To fix these issues, BISP is going through a full upgrade.
What’s Changing?
1. Hiring New Staff:
BISP has over 3,400 approved jobs but only two-thirds are filled. The government has ordered hiring of new permanent staff to run the system better and faster.
2. Digital Wallets and Bank Accounts:
A new system using mobile wallets (like JazzCash and EasyPaisa) and Sahulat bank accounts will help women receive money directly on their phones. They can also use ATMs and shop digitally.
3. Biometric Fingerprint Checks:
Women will now use fingerprint scans to receive money. This will stop fraud and remove the need to deal with agents. If fingerprint doesn’t work, they’ll get a secure debit card.
When Will This Start?
The new system will begin in a few districts from late July 2025. By August 15, most women in those areas will be registered. If it goes well, the system will be expanded across Pakistan.
Fixing Common Problems
Many women face issues at banks or have no access to smartphones. To help:
BISP is working with mobile networks to verify identity using SIM and phone data.
More support points and simple steps will be provided to open bank accounts easily.
