BISP 8171 August 2025 – New Ineligibility Rules and Survey Instructions

The Benazir Income Support Programme (BISP) is Pakistan’s largest social welfare scheme. It helps millions of low-income families, especially women, by giving them financial assistance to manage daily expenses.

In 2025, BISP introduced new rules for women who have been receiving payments for many years but have not updated their household records through the Dynamic Survey. These changes affect eligibility and future payments.

Why Did BISP Make This Change?

The government noticed that many women have been getting BISP support for more than three years without updating their family details.

  • Those who did not complete the Dynamic Survey are now marked as ineligible.

What Is the Dynamic Survey?

The Dynamic Survey is used to update the National Socio-Economic Registry (NSER).

  • It records details like family size, children, income, and household facilities.

Why Re-Entry Is Difficult

  • Women who miss the survey deadline are marked ineligible in the system.

  • To rejoin, they must go through a complete survey and verification process.

Who Will Benefit From This Update?

  • Newly identified poor families will be added to BISP.

  • These families will also qualify for Taleemi Wazaif (education stipends) for their children.

  4. Wait for Review – BISP will verify the details and approve if eligible.
